There are false alarms in the game. Just ignore them and move on. When it's time for a real spell or quest, the teacher or NPC will have something to say.
there are certain requirements for these new spells and etc. Make sure you have met all those requirements or you wont get the quests from your teacher. If you have already met these requirements, send a ticket in to Support and they'll fix the bug.
