My death is level 53, done level 48 spell quest and I didn't get the badge Master of death, I know this badge comes with 48 spell because i've done it on my storm and got it from that quest, so whats going on kingsisle?

You need all death spells through Level 48. Did you get all of the spells from the "Other Trainers" too? This link shows all of the Death School spells:
The badge comes from having all of the death spells up to and including your level 48 quest. Most likely you have missed one of the side spell trainers. Check your spells and make sure you have:
