i thank we need the pixies to be in our own schools. Alot of people are complaning about how ENTANGLE is not helping them in PVP. a solution to this is to make the pixies the school the person is in. So any school can just use a power pip and not two.

You then ruin carefully crafted and designed schools. Almost all the schools have other ways to heal (Vampire, Helping hands, etc), so they don't really need the Life school's spells?
On the other hand, why not just carry a life wand? The value of entangle drops to nil if someone carries one.
Power pips are a bonus meant for the wizard's native school, the logic probably being that the wizard has put more time, effort, and training into learning the spells related to that school and can cast them more efficiently (needing only a power pip per 2 normal pips of spell requirements). While wizards can learn the spells of other schools, they don't train extensively in that school. Perhaps they need more effort to cast spells not in their school, so they don't get the bonus that power pips offer.
