Um, I know it is stated that your test realm character won’t be as updated as your live realm character, but holy moly this is ridiculous. My test realm character is way too behind-76 levels behind. What am I supposed to test if I’m on a completely different character?!?

It mainly depends on when you last tried to level them up. If there's a significant gap of several days, then those levels should carry over, but if you say leveled up 5-10 or more levels in a matter of a couple of days, then it's quite possible the character information wasn't updated in time.
