I cant get it i have the level 55 spell i do not understand what is going on

You are missing a very important component, young Wizard. Please make sure you read the requirements at https://www.wizard101.com/game/update-notes/july2013#75minions specifically "Having completed the quest “The Runedown” which gave you your level 55 spell."

You have not completed the quest "The Runedown" and you do not have your level 55 Fire Spell. I suggest you start here http://www.wizard101central.com/wiki/Quest:The_Spell_Trade as you have not yet picked up that quest.
