legion shield quest glitch

i am supposed to get legion shield at level thirty five .i meet all the requirements but i haven't got the quest yet .help!

Hello,

You need to have completed the storyline quest One in the Snout in Mirkholm Keep. Then Baldur Goldpaws will give you the quest I Know a Guy.
