I am stuck trying to locate the quest to get to his place, kataba iceblock. I have the quest to fight rasputin, but can't find how to enter here, or get to arcanum for my next spell.
Basically, you should have done your general questing in Polaris, which would lead you to the Arcanum and Kataba Block. There's no way you would have Rasputin if you haven't done the Arcanum and Kataba Block quests
