I'm not sure if this is the case for other people but my latest storm character Madeline Stormfury has been instantly able to get to the next line of Grizzleheim quests, even if she isn't the right level to do so. As soon as I completed the Mirkholm Keep section at level 31, I was able to take the level 40 Jotun part. It's been that way since I started Grizzleheim.
Hiya Mike, this is not a bug and is indeed intentional. kingsisle recently removed the level requirements, theres even a warning for quests that let you know that the next step is intended for higher levels so you might not be able to do it just yet.
